The Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, has reported to the Economic and Organised Crime Office (EOCO) in connection with an ongoing investigation into alleged financial irregularities involving SIC Life Savings and Loans Company Limited.

The legislator appeared at the EOCO office on Thursday, October 1, 2026, accompanied by his lawyer, Samuel Atta Kyea, as well as other Members of Parliament. His appearance follows a warrant issued by the Accra High Court on September 30 authorising EOCO to arrest him and search for and seize documents relevant to its investigation. (MyJoyOnline)

The development marks another stage in a matter that has attracted public attention since an earlier attempt by EOCO officials to secure the MP’s attendance at the Accra High Court on September 23.

Baffour Awuah appears at EOCO with lawyer

Baffour Awuah’s decision to report himself to EOCO comes a day after the High Court granted the investigative agency authority to arrest him.

Reports indicate that he arrived at the EOCO office together with his legal counsel and some parliamentary colleagues.

Among those reported to have accompanied him were Kofi Amankwah Manu, Subin MP Obiri Yeboah and former Deputy Attorney-General Joseph Kpemka. (MyJoyOnline)

His appearance follows EOCO’s application to the High Court for a warrant after the agency told the court that reasonable efforts to secure his voluntary attendance had been exhausted.

The court also authorised EOCO to search for and seize documents that investigators consider relevant to the case. (Channel1 News)

What is EOCO investigating?

The investigation centres on alleged financial transactions involving SIC Life Savings and Loans Company Limited.

Deputy Attorney-General and Minister for Justice, Dr Justice Srem-Sai, has said the investigation concerns suspected unauthorised financial transactions and alleged offences including financial loss, dissipation of public funds and money laundering.

These remain allegations under investigation and have not been determined by a court. (MyJoyOnline)

EOCO has not publicly disclosed the full details of all the allegations it is investigating.

Why did EOCO seek an arrest warrant?

According to EOCO, investigators had previously invited Baffour Awuah on two occasions in February 2026 but said the invitations were not honoured.

The agency subsequently approached the High Court for judicial authorisation to compel his attendance.

In its application, EOCO told the court that it had exhausted reasonable means of securing the legislator’s voluntary attendance. The agency also expressed concern that documents relevant to its investigation could potentially be concealed, altered or destroyed. (3News)

The High Court subsequently issued the warrant on September 30.

The warrant gives EOCO judicial authority to proceed with the arrest and the search-and-seizure measures outlined in its application.

Baffour Awuah disputes aspects of EOCO’s account

The Manhyia South MP has previously disputed EOCO’s description of events.

He has maintained that the February invitation was directed to him in his capacity as Senior Partner of Sarkodie Baffour Awuah & Partners, a law firm that had been engaged by SIC Life Savings and Loans.

According to his account, the firm was involved in efforts to recover money that SIC Life had invested with the now-defunct Equity Savings and Loans.

He has also stated that after becoming a Member of Parliament, he referred the February invitation to the Clerk to Parliament for advice.

Baffour Awuah has said a representative of his former law firm subsequently engaged EOCO on several occasions and provided information requested by investigators. He has cited meetings on March 4, March 18 and April 30, 2026, including the submission of a formal written statement. (Channel1 News)

EOCO disputes the MP’s account concerning his cooperation and has maintained that it took steps to secure his attendance after earlier invitations were not honoured.

The SIC Life financial transaction

The financial transaction at the centre of the investigation relates to money that SIC Life Savings and Loans reportedly invested with the former Equity Savings and Loans.

Baffour Awuah has explained that the amount was initially about GH¢3.5 million.

According to his account, the liability increased to approximately GH¢14 million with accrued interest after Equity Savings and Loans failed to repay the investment.

His law firm was subsequently engaged to assist SIC Life in recovering the money. (Channel1 News)

EOCO has not publicly provided a complete account of its allegations concerning the recovery process.

Reports have, however, indicated that investigators are examining claims surrounding a proposed legal-fee arrangement and payments allegedly connected to former management of SIC Life. Those claims remain matters under investigation.

September 23 attempted arrest

The latest development follows an incident at the Accra High Court on September 23, when EOCO officials attempted to secure Baffour Awuah’s attendance.

EOCO later said the action formed part of its investigation and followed the February invitations.

The incident generated considerable discussion because the MP was at the court at the time in his capacity as counsel in another legal matter.

The Ghana Bar Association subsequently criticised the manner in which the attempted arrest was carried out and raised concerns about due process and professional independence when lawyers are involved in court proceedings.

Deputy Attorney-General Dr Justice Srem-Sai has since explained that the interaction initially began as an invitation but escalated when the officer prevented the MP from leaving. He described the subsequent situation as an attempted arrest. (Graphic)

High Court grants EOCO authority to arrest MP

Following the September 23 incident, EOCO returned to court seeking formal judicial authority.

On September 30, the Accra High Court granted the agency a warrant to arrest Baffour Awuah.

The court’s order also authorised EOCO to search for and seize documents relevant to the investigation.

The warrant came after EOCO told the court that previous efforts to secure the MP’s voluntary attendance had been unsuccessful.

MP’s appearance changes the next phase of the investigation

With Baffour Awuah now having reported to EOCO, attention is expected to focus on his engagement with investigators.

His appearance provides an opportunity for the agency to question him in connection with the issues under investigation and for his legal representatives to participate in the process.

The specific outcome of the engagement had not been publicly established at the time of the reports confirming his appearance.

The investigation itself remains ongoing, and the allegations against the MP have not been established by a court.

Another MP reportedly linked to the investigation

Reports have also indicated that another Member of Parliament on the Minority side is connected to the broader investigation involving SIC Life Savings and Loans.

However, details concerning that individual and the nature of their involvement had not been fully disclosed in the reports available.

Further information is expected as EOCO continues its investigation.

What happens next?

The appearance of Baffour Awuah at EOCO represents the latest development in the dispute between the legislator and the investigative agency.

EOCO is expected to continue examining the financial transactions and documents connected to the SIC Life Savings and Loans matter.

The MP, meanwhile, has maintained his position regarding his involvement in the matter and has previously disputed aspects of EOCO’s account.

Any determination of criminal responsibility would ultimately depend on the outcome of the investigation and any subsequent legal proceedings.

For now, the matter remains under investigation, with the High Court’s warrant providing EOCO with formal authority to secure the MP’s attendance and obtain relevant documents.
