English FA: Pressure is mounting on FIFA President Gianni Infantino after the Football Association (FA) of England became the latest football governing body to distance itself from his leadership following the collapse of his controversial World Cup investment proposal.
According to multiple reports, the English FA is preparing to formally write to FIFA to withdraw its support for Infantino, marking another significant setback for the Swiss administrator as opposition to his leadership continues to grow across world football.
The latest development comes just days after FIFA abandoned plans to sell minority stakes in its major competitions to private investors following fierce criticism from football authorities, national associations, and fans.
With UEFA threatening legal action, Wales publicly withdrawing its backing, and several other football bodies questioning FIFA’s governance, Infantino is facing one of the biggest political challenges of his decade-long presidency.

The Proposal That Sparked a Football Revolt
The controversy centres on FIFA’s proposal to establish a new commercial subsidiary known as FIFA Forward Enterprise (FFE).
Under the plan, FIFA intended to transfer the commercial rights of its biggest competitions including the FIFA World Cup into the new company.
Private investors would then have been allowed to purchase minority, non-controlling stakes in the subsidiary.
FIFA argued that the investment would generate significant new revenue that could be distributed among its 211 member associations to fund football development around the world.
To encourage support, Gianni Infantino reportedly wrote to every member association promising US$40 million (£30 million) in funding if they backed the proposal.
Associations that endorsed the plan before 19 September would receive an initial payment of US$20 million (£15 million).
However, rather than uniting world football, the proposal triggered widespread criticism over transparency, governance, and the future commercial control of the sport.
English FA Set to Withdraw Support
The Football Association is now expected to formally notify FIFA that it no longer supports Infantino’s leadership.
Although the FA has not yet publicly released its letter, reports indicate that the governing body believes the FIFA president has lost the confidence of several leading football organisations.
The decision places England alongside other European football authorities that have openly questioned Infantino’s leadership following the failed investment proposal.
The FA’s withdrawal of support is particularly significant given England’s influence within international football and its long-standing role in FIFA governance.
UEFA Threatens Legal Action
The crisis has escalated further after UEFA confirmed it is actively considering legal proceedings against FIFA over the investment proposal.
In a strongly worded letter addressed to Gianni Infantino, European football’s governing body stated that it is exploring several legal options.
These include:
- Legal proceedings
- Arbitration
- Regulatory complaints
UEFA believes the proposal may have breached proper governance procedures and has demanded that FIFA preserve all documents relating to the project.
The organisation specifically requested that no evidence be destroyed.

Demand for Internal Documents
UEFA has instructed FIFA to retain virtually every form of communication connected to the investment proposal.
The request covers:
- Emails
- WhatsApp messages
- Signal conversations
- Microsoft Teams chats
- Slack communications
- SMS messages
- Meeting notes
- Internal correspondence
- Financial modelling
- Legal advice
- Communications with sponsors, broadcasters, financial institutions, and member associations
UEFA has also demanded written confirmation from Infantino within five working days that all relevant materials are being preserved.
The unusually detailed request illustrates the seriousness with which UEFA is treating the dispute.
Growing International Opposition
The English FA is not alone in distancing itself from FIFA’s president.
Recent developments include:
- Wales withdrawing support for Infantino’s future re-election.
- UEFA declaring it has lost confidence in FIFA’s current leadership.
- CONCACAF publicly criticising the investment proposal.
- The Asian Football Confederation (AFC) expressing solidarity with UEFA and CONCACAF regarding governance concerns.
The growing coalition represents a significant challenge to Gianni Infantino’s authority.
However, support for the FIFA president remains strong in several other regions.
Countries including:
- Qatar
- Kuwait
- Lebanon
- Sri Lanka
have publicly reaffirmed their backing for his leadership.
Can Infantino Be Removed?
Despite mounting criticism, removing a FIFA president is far from straightforward.
Infantino remains eligible to seek a fourth and final term as FIFA president when elections are held next March.
To secure re-election, he would require support from at least 106 of FIFA’s 211 member associations.
Current voting distribution among FIFA’s confederations is:
- UEFA – 55 votes
- CAF (Africa) – 54 votes
- AFC (Asia) – 46 votes
- CONCACAF – 35 votes
- OFC (Oceania) – 11 votes
- CONMEBOL (South America) – 10 votes
Although UEFA represents the largest voting bloc, it cannot determine the election outcome alone.
Support from Africa, Asia, and other confederations will likely prove decisive.
Emergency FIFA Council Meeting Could Change Everything
Another possible route to Gianni Infantino’s departure would involve an emergency meeting of the FIFA Council.
The council consists of 37 members, including representatives from each continental confederation.
If 19 members request an emergency meeting, FIFA rules require it to take place within two weeks.
Such a meeting could potentially consider calls for Infantino to resign.
UEFA currently holds nine council seats, while:
- AFC has seven.
- CONCACAF has five.
- CAF has six.
- CONMEBOL has five.
- OFC has three.
Infantino himself and FIFA Secretary General Mattias Grafström also sit on the council.
At present, it remains unclear whether opponents have enough support to trigger such a meeting.
Why the Investment Proposal Collapsed
The proposed FIFA Forward Enterprise quickly became one of the most controversial governance initiatives in football history.
Critics questioned why FIFA a non-profit organisation expected to generate record revenues from future World Cups needed outside investors in the first place.
Others argued that commercialising ownership of FIFA competitions risked placing financial interests ahead of the long-term development of football.
The proposal also faced criticism over the speed of consultation.
Several senior FIFA officials reportedly claimed they had little or no knowledge of the project before details emerged publicly.
That lack of transparency became one of the central issues driving opposition.
Ultimately, FIFA withdrew the proposal before member associations voted on it.
The Role of Thrive Eternal
The proposed investment group was expected to be led by Thrive Eternal, an American venture capital firm founded by Joshua Kushner.
Kushner is the brother of Jared Kushner, son-in-law of former United States President Donald Trump.
Although the investment never materialised, the firm’s reported involvement generated significant public attention due to its high-profile political connections.
A Defining Moment for FIFA Governance
Many observers believe the current dispute represents one of the biggest governance crises since Infantino assumed office in 2016.
Football authorities are increasingly demanding greater transparency, stronger consultation, and improved accountability within FIFA.
Whether Infantino survives politically may depend on his ability to rebuild trust with national associations over the coming months.
If support continues to erode, next year’s FIFA presidential election could become one of the most fiercely contested in modern football history.
Gianni Infantino’s leadership is facing unprecedented pressure as the English FA prepares to withdraw its support and UEFA considers legal action over FIFA’s abandoned investment proposal.
Although the FIFA president retains backing from several regions of the world, opposition is growing among some of football’s most influential governing bodies.
The coming weeks could prove decisive as legal threats, political negotiations, and internal discussions shape the future of world football’s governing body.
For now, the failed FIFA Forward Enterprise project has evolved from a commercial proposal into a major governance crisis that could ultimately determine the future of Gianni Infantino’s presidency.
